[+] City/Town Officials Directory Massachusetts Department of Revenue, Department of Local Services
Stellar designed and developed a web-based system to display all local officials' data for all cities and towns in Massachusetts. The data is maintained by local officials for all 352 cities and towns. This public facing application is widely used by state officials, private citizens and private businesses to access local officials data for any cities and towns across Massachusetts. Different levels of security were incorporated in the system to allow users of various privileges to view/modify/maintain different data accessible through the system. This system is publicly accessible at http://www.mass.gov/dls
[+] DLS Gateway – Commonwealth of Massachusetts Department of Revenue/ Division of Local Services (MassDOR / DLS)
This Enterprise Web-based solution was created for use by cities/towns in Massachusetts to submit various property sales and other regulatory data to MA-DOR/DLS in order to manage setting up of tax rate for each city/town within the commonwealth. Goals were:
| 1. | Create a common authentication model for all DLS staff and public officials to allow them to securely interact with features of the DLS Portal applicable to them. |

| 2. | Consolidate all fragmented MS-Access and Excel based processes under the DLS Portal and transfer to a centralized database. |
|
| 3. | Consolidate existing DLS web applications under the Portal (DLS-LOD, LA3, etc). |
|
| 4. | Build the Portal and any supporting processes using the DOR Web Prescriptive Architecture standard. |

| 5. | Creating a suite of applications with a clean separation of Presentation, Business and Data Access layers. | |

[+] Human Resources Information System (HRIS) Massachusetts Department of Workforce Development (DWD)
The existing Access based system was completely reengineered to create an agency wide web based application. This application helped DWD to effectively automate their Recruitment Process from Personnel Requirement, advertisement and complete recruitment. The application also enables managers and supervisors across the agency at various DWD locations to manage their employees data effectively. This system interfaces with the Commonwealth HR/CMS system and downloads required employee transaction data from state data warehouse on a daily basis. The HRIS system maintains complete history of all transactions, allows users to create and modify Organization Structures and has made the entire recruitment process available to managers using browser based intranet application. The system has department level security, which is driven by the manager's span of control derived from the Organization structure.
[+] Massachusetts Department of Environmental Protection (DEP) Wetland Information System Redesign (WIRE)
Wetland Information Redesign (WIRE) application is a fully functional web based application which allows private entities to submit Notice of Intent to both DEP and local Conservation Commissions for review and approval for constructions which impacts the associated wetlands. The NOI data is reviewed by MassDEP analysts and relevant decisions are notified to Conservation Commissions thru automated emails and letters. Integrated workflow assists users to selects incoming tasks and completing tasks into activities. This application interfaces with DEP - GIS system (using MassGIS) for showing all NOI data integrated with fully functional interactive maps.
[+] Water Resources Attribute Tracking System (WRATS) Massachusetts Department of Environmental Protection (DEP)
DEP personnel collects, maintains and tracks water samples data from various water bodies throughout Commonwealth of Massachusetts. WRATS application allows this data to be entered into the system using different levels of users security in order to track, review and run reports on this data. Per federal requirement this data is sent to US Environment Protection Agency (EPA) through federally mandated Water Quality Exchange (WQX) program mechanism. Stellar reengineered an existing application and implemented this application based on DEP specification. All requirements for creating XML files for WQX data exchange data transfer was successfully developed and implemented.
[+] Content Management System
Commonwealth of Massachusetts Office of Travel & Tourism (MOTT) MOTT has implemented a Lodging and Attractions Interface application in their website in order to allow these entities to perform yearly update of their existing information. The Web Interface provides the external users with the ability to submit Lodging and Attraction data electronically using the Internet. Once this information is received, MOTT administrative users approve/reject the submitted application data for public display at their web site. Subsequently a Restaurants and Retail Establishments application as well as an Event Interface application were added in their website. This Interface provides businesses with the ability to submit there specific relevant data to be published in MOTT web site.
